EAUC has responded to the Scottish Government’s Draft Climate Change Plan consultation, welcoming its stronger focus on delivery and realism as Scotland moves into a more challenging phase of emissions reduction. The response highlights the central role of universities and colleges as anchor institutions, supporting skills development, research and innovation, public sector leadership and place-based delivery of a just transition.
Based on member workshops and insights, it calls for clearer signals on decarbonisation pathways, particularly for buildings, heat and transport, alongside sustained funding and capacity to support delivery. The response also highlights risks around skills gaps, infrastructure readiness and monitoring, and calls for better alignment with Public Bodies Climate Change Duties and more meaningful indicators of progress.
