EAUC’s response to the Scottish Government’s Draft Circular Economy Strategy welcomes the move towards a more ambitious, systems-based approach that goes beyond waste management to address how resources are designed, used and managed across the economy. It emphasises the vital role of universities and colleges as anchor institutions, with the ability to embed circular principles through their estates, procurement, teaching, research and civic activity.
The submission highlights the need for a whole-institution approach to delivery, aligning governance, skills and education, procurement and behaviour change rather than relying on isolated initiatives. It supports the strategy’s focus on outcomes, skills and education, and priority sectors such as the built environment, net zero energy infrastructure, textiles and food systems, all of which are directly relevant to tertiary education institutions.
Drawing on evidence from EAUC’s Circular Economy Guide and member experience, the response showcases emerging good practice while also identifying barriers including capacity constraints, skills gaps and a lack of public sector–focused guidance. It calls for clearer expectations, practical support and better alignment between policy mechanisms, procurement frameworks and monitoring approaches to help institutions deliver circular economy outcomes at scale and support Scotland’s net zero and just transition ambitions.
