Statutory targets

Packaging waste: 50-65% recovery of specified packaging materials by 2001 with 25% of total packaging to be recycled (minimum of 15% of each material to be recycled) (in force).
Landfill directive: reduce biodegradable municipal waste going to landfill by 75% of baseline (1995) levels by 2006; 50% by 2009 and 35% by 2016 (pending); most whole tyres banned from landfill from 2003 and shredded tyres from 2006; no liquid wastes, infectious clinical wastes or explosive, corrosive, oxidising or flammable wastes to be disposed to landfill by 2001.
End of life vehicles: by 2005, minimum 85% re-use and recovery; minimum 80% re-use and recycling; by 2015 minimum 95% re-use and recovery; 95% re-use and recycling (pending).
Waste Electrical and Electronic Equipment: Large items – minimum 90% material and substance re-use and recycling by 2004; small items – minimum 70% material and substance re-use and recycling by 2004 (pending).

Voluntary targets:

All local authorities to have reviewed and implemented their household recycling plans by 2002.
To reduce industrial waste arisings (aside from construction and demolition wastes) by 3-5% by 2005; 6-9% by 2010; and 10-12% by 2015.
To establish by 2002 targets for the recovery and recycling of construction and demolition waste and other industrial waste.
Reduce municipal waste arisings by 1% per annum.
To establish a comprehensive open access database on recycling and associated resource use issues by 2001.

National Waste Plan for Scotland (2003)

This was produced in 2003 from the combined outputs of 11 Area waste plans. It summarises the Best Practicable Environmental Option (BPEO) of managing municipal waste for each of the areas. It also sets out the following short and longer term targets:
Scottish waste management targets:

Short-term targets for waste collected by local authorities:

to increase recycling and composting to 25% by 2006;
to reduce the amount of biodegradable waste sent to landfill to 1.5 million tonnes by 2006.

Longer-term targets:

to increase recycling and composting to 30% by 2008
stop the growth in municipal waste by 2010;
achieve 35% recycling and 20% composting of municipal waste by 2020;
provide 90% of households with kerbside recycling facilities by 2020;
recover energy from 14% of municipal waste;
reduce landfilling to 30%.
